How it is made

Open Index shows the figures as MHCLG publishes them, for the areas they were published for: councils.

Counts for larger areas are added up from councils.

Zoom in past council level and the map keeps the council shapes and says so, rather than inventing detail.

  • Council2025 only

Before you use it

  • This adds up the neighbourhoods in deciles 1 and 2 of the English Indices of Deprivation, which are the most deprived 20% of neighbourhoods in England. Open Index counts them for each council from MHCLG's published deciles.
  • A count depends on how many neighbourhoods a council has, so large councils tend to have more. Compare the share of neighbourhoods to compare councils.
  • Neighbourhoods are counted in the council they belong to now, including Barnsley and Sheffield after the boundary change of April 2025.
  • England, Wales, Scotland and Northern Ireland each measure deprivation their own way, so Open Index never ranks or compares them together.

Colours on the map

Fixed breaks, held for every period, so colours mean the same over time.

How Open Index describes it
