How it is made

Open Index shows the figures as MHCLG publishes them, for the areas they were published for: councils.

Larger areas use the publisher’s own figures, never an average of smaller areas.

Zoom in past council level and the map keeps the council shapes and says so, rather than inventing detail.

  • Council2025 only

Before you use it

  • This counts how many of a council's neighbourhoods are among the most deprived tenth of neighbourhoods in England. It shows where the most deprived neighbourhoods are, not how deprived the council is overall.
  • MHCLG published this measure, and Open Index checked it against the neighbourhood deciles in the same release.
  • A council with a share of zero has no neighbourhoods in the most deprived tenth. It can still have neighbourhoods in the second tenth.
  • Barnsley and Sheffield figures are for their boundaries before April 2025.
  • England, Wales, Scotland and Northern Ireland each measure deprivation their own way, so Open Index never ranks or compares them together.

Colours on the map

Fixed breaks, held for every period, so colours mean the same over time.

How Open Index describes it

Page text on Open Index comes from this layer’s sentence rules, filled in with published figures. For Hackney:

16.1% of the neighbourhoods in Hackney are among the most deprived 10% of neighbourhoods in England.

Among councils in England, that is the 55th highest of 296.
