How it is made
Open Index shows the figures as Ofcom publishes them, for the areas they were published for: the UK, nations and councils.
Larger areas use the publisher’s own figures, never an average of smaller areas.
Zoom in past council level and the map keeps the council shapes and says so, rather than inventing detail.

Before you use it
- Take-up is the share of homes and businesses that can get full fibre and have an active full-fibre connection. Premises that cannot get full fibre are not counted.
- It covers homes and businesses together.
- Take-up is often low where full fibre has only just been built, because people may have to wait until their current contract ends before they can switch.
- In some councils take-up is lower than in Ofcom's last report, because new full-fibre coverage grew faster than new connections.
- Providers give Ofcom the number of active full-fibre lines as at January 2026. Ofcom publishes whole percentages.
- Council figures come from Ofcom's council data file. UK and nation figures come from its summary tables, because they are not in the data files.
Colours on the map
Fixed breaks, held for every period, so colours mean the same over time.
How Open Index describes it
Page text on Open Index comes from this layer’s sentence rules, filled in with published figures. For Hackney:
In Hackney, 37.0% of the homes and businesses that could get full fibre had a full-fibre connection in January 2026.
For the UK as a whole, the figure was 47.0%.
